DSE Transition Update - September 2020
Transpower and industry dispatch participants have been steadily progressing new dispatch service transitions since September 2019, and through the Covid-19 pandemic, to meet the 31 December 2020 deadline.
Four of the thirteen participants have transitioned from the legacy dispatch system (GENCO), three with ICCP block 2 protocol and one with Webservices over ICCP. Also, one of these participants has fully decommissioned their GENCO system. Two further participants are set to transition in the next few weeks.
There are a few things we like to make participants aware of:
- Market Dispatch Integration Pack – the integration pack has been updated with further technical clarification, incl ICCP datatypes and datetime handling, and JWT token requirements to connect through Web Services. - Transpower Christmas IT Change Freeze – We would like to draw your attention to Transpower’s usual IT change freeze between 16 December 2020 and 10 January 2021. GENCO users will need to have transitioned to one of the new dispatch channels prior to this change freeze to continue to meet their Code obligations.
We appreciate all the efforts all parties have made to date during these challenging times, and we look forward continuing the collaboration with participants progressing these transitions off GENCO.

Project delivery was completed in August 2019
Transpower is updating its dispatch system and tools which will enable current GENCO participants to move to an alternate communication protocol for dispatch management.
Transpower is enabling dispatch over both ICCP or (RESTful) web services. These alternate dispatch protocols will allow participants who use ICCP to consolidate their communications, and enable smaller participants, for whom ICCP is not cost-effective, to be able to participate fully in the market and use a protocol that best fits their dispatch operation.
The New Zealand electricity market environment is changing with emerging business models, increasing uptake of new technologies and evolving market arrangements. In this developing environment, the project is also making configuration changes, which may serve as a stepping stone to the introduction of new dispatch products and functionality. This, in turn, may further increase market participation as the electricity market evolves.
Transpower deployed Web Services and ICCP block 2 dispatch capability on 8 August 2019. We are on schedule to deploy ICCP block 5 capability on 24 October 2019.
The Web Services online simulator will be made available end July 2019.
